Richard
became a lobbyist in 1999. Since 2001, he has been a partner
in the successful lobbying firm Flotron & McIntosh, LLC.
Richard began his career as a state senate budget analyst
with the Appropriations Committee Staff. This gained him a
thorough understanding of budget analysis.
Richard’s expertise with the budgeting
process prompted the state Attorney General to bring him on
staff, where he worked in key policy making positions. Here
Richard was able to see the other side of where laws were
made. Further, working for a statewide elected official gave
Richard exposure to a different set of tools for achieving
changes in public policy.
Rounding out his staff career, Richard served
as the Chief of Staff to a House of Representatives Majority
Floor Leader. Richard became intimately familiar with the
operation of a legislative House ofRepresentatives and the
strategies for negotiating, passing and defeating legislation.
Next, he made a leap from working for state
government to just plain working state government as a lobbyist.
His appropriations, executive branch and legislative staff
experience provided the basis for Richard to launch and manage
a successful state government relations firm.
For Lobbyist Source, Richard actively manages
lobbyists in other states on behalf of clients. Although all
politics are local, the manners by which state governments
are organized are similar. Because of this, development of
successful strategies and defenses in one state can many times
be transferred over to states.
